Those 13 federations were granted provisional FIRS affiliation at a FIRS Central Committee Meeting on March 26, 2004 in Miami, Florida. Speed Skating Bosnia and Herzegovina Bulgaria Catalonia Georgia Honduras Iran Ivory Coast Luxembourg Namibia Nigeria Romania Sierra Leone Turkey Artistic Skating Bulgaria Catalonia Georgia Luxembourg Romania Hockey Catalonia Romania Turkey These 13 federations have had the right to enter any FIRS event since they received provisional affiliation in March of 2004 but they will not have the voting power until their affiliation with FIRS is ratified at the FIRS Congress in November of 2004.
