Day 2 of 2004 ISU Congress
On the second day of the ISU Congress delegates continued to debate
proposals to modify the ISU Constitution and General Regulations.
Athletes and Coaches to work with Technical Committees
The Congress unanimously passed a resolution to involve current
athletes and coaches in the activity of the Technical Committees
with immediate effect (there are Technical Committees for Figure
Skating, Ice Dancing, Speed Skating, Short Track and Synchronized
Technical Committees will invite one member of the existing Coaches
Commission and one of the Athlete Representatives to attend each of
their meetings. The coach and athlete will have a voice at the
meeting but not a vote.
A proposal to be debated on Friday 11 June recommends the inclusion
of an athlete and a coach as full voting members of the Technical
Committees with effect from 2006.
Creation of Disciplinary Commission
The Congress unanimously approved a proposal to create an independent
Disciplinary Commission consisting of a chair (who will be a lawyer)
and two to four members. The Disciplinary Commission will hear and
decide all charges referred to it by any ISU authority or party
against any other participant in ISU activities accused of a
disciplinary or ethical offence, including anti-doping. Previously
disciplinary matters were considered by the ISU Council.
Sanctions that may be imposed by the Disciplinary Commission will
include warnings, financial penalties and exclusion from ISU
activities for a period of time.
The chair and members of the Disciplinary Commission will be elected
by the Congress on Friday 11 June.
ISU New Judging System to be debated on June 10
The Congress will divide into separate sections for
Figure Skating and Speed Skating immediately on Wednesday
morning. Discussion on the judging system for Figure Skating
is likely to take place in the morning.
